Hi,
the following was reported to the Debian BTS as #280638. I forward it to

When trying to open a file with non-latin characters in the name,
error message appears: error loading document
file:///blabla/Kl%E1vesnice.doc. /blabla/Kl%E1vesnice.doc does not
exist.
Original Ooo file dialog (ooo-kde package not installed) is able to open
the same file.
KDE open dialog propably replaces those characters with %HH sequences,
while ooo wants unescaped string.

Looks like there has to be a conversion between what KDE produces and
OOo expects or one of them has to be changed...
