I found the bug for that on openoffice.org :

That one is marked RESOLVED and there is an explanation of how to fix
it.
The closer says "If 'locale -a' just gives you "c and posix" and you are
using a debian
distribution you are most likely victim of a debian bug that the locale
generation does not work the first time."
That's probably what I got...
That would mean this one can be closed, except that openoffice is still
the only program that does not work in those conditions...acceptable?
