Are you using CUPS? The new native CUPS support takes the default paper
size from the CUPS printer queue settings. If this is the case, you
need to configure the default paper size for the printer queue properly.
You can check if this is the problem by running openoffice like this:
SAL_DISABLE_CUPS=1 openoffice
If your default paper size is now A4, that confirms that it is caused by
the CUPS integration picking up Letter from the printer queue.
