As I can see it does *not* use external libmyspell3. After fixing libmyspell3 OOo still not work correctly with KOI8-U encoded dictionaries. It work only after I recompiled it with patched
lingucomponent/source/lingutil/csutil.cxx.
If, how and why OOo includes an own unused copy in its sources is not really the point here. Same with the still neon security bug still available in OOo 1.1.3 _sources_ but irrelevant since Debian's OOo builds with system libneon23 (yes, that one will be fixed in the sources in the next upload). And yes, I'll port this stuff to upstream 1.1.1/1.1.2 sources but I don't see why this bug should remain open. But that's just MHO. The changes will be - as Kevin already promised - in 1.1.3...
