I have installed 'prelink' and reconfigured OO to use it, and it fails 
saying

Prelinking OpenOffice.org binaries... /usr/sbin/prelink: relocation error: /usr/sbin/prelink: undefined symbol: gelf_getehdr

BTW: you may want to add a Recommends: prelink   line , otherwise people will 
not know about this feature

Why does everyone think a relocation error *in prelink* is a bug in OOo?
oooprelink _just runs prelink_ as the message clearly states.

It actually was a bug in libelf0g whose shlibs version was not strict
enough and prelink fails with older ones (your outdated one). Fixed now
in libelfg0 (testing and unstable) and prelink is now built against it
(in unstable only yet).

Recommends is not appropriate in this case.

BTW; you apparently have a broken mix-system as Debian-release 3.0
and testing and unstable in sources.list indicate.
