Same problem here:

"~$ oowriter

Starting configuration import into user data ..
.. importing layer file:///tmp/oooLocale.XXXXZvMYeu - succeeded
I18N: Operating system doesn't support locale ""
Floating point exception"

I don't think that it is language related, although i'm dutch, i run an 
almost completely english system.

"set | grep LANG
LANG=C"

We do run almost the same kernel though.

~$ uname -a
Linux flits101-79 2.4.22 #3 SMP Mon Feb 16 23:16:01 CET 2004 i686 GNU/Linux
