The link to the savannah bug is probably wrong because it points to a bug report in the control package.

Description: Comment out failing unit tests in functions impinvar and invimpinvar
  This problem is actually caused by a bug in function impulse of the
  control package.  We just comment out the tests for now, while
  waiting for the fix in the upstream sources.
