Closing. The consensus seems to be that functions under private/ should not contain tests. It is the role of top-level functions to exercise tests, and in this case inst/fetch.m takes this role. Also, since version 1.1.2, octave-pkg-dev no longer tries to run tests of functions under private/. -- .''`.
