Note that the version of octave3.0 currently in experimental is just 2.9.15
disguised in another name.  We did this in order to avoid the NEW queue
processing in the future when the real Octave 3.0 will be released.

Our plan is to eventually release octave3.0 to unstable (with the
appropriate Conflicts/Replaces with octave2.9).  We will also probably 
create octave3.1* packages from object-branch (or whichever CVS branch is
more appropriate).
