help to fix unsatisfiable dependencies issue

Hi,

I have uploaded lem with upstream update to fix one ftbfs issue[0],
but this led to its reverse dependence having one unsatisfiable
dependencies issue, like:

```
The dependencies of liblinksem-ocaml-dev=0.8+dfsg3-1+b3 cannot be
satisfied in unstable on amd64 because: unsatisfied dependency on
liblem-ocaml-dev-ukej1
The dependencies of liblinksem-ocaml-dev=0.8+dfsg3-1+b2 cannot be
satisfied in unstable on s390x because: unsatisfied dependency on
liblem-ocaml-dev-dqvd1
The dependencies of liblinksem-ocaml-dev=0.8+dfsg3-1+b2 cannot be
satisfied in unstable on arm64 and ppc64el because: unsatisfied
dependency on liblem-ocaml-dev-ukej1
```
see linksem[1].

My understanding the issue is related to #1107586[2], it seems the new
lem upload did not catch up rebuild for #1107586. But now how to fix
the build issue for linksem on unstable? I am trying to build it on my
local and the builing is fine.

One binNMU for linksem is okay? If so, is it appropriate to send the
request during the release cycle?

Thanks in advance.

BR,
Bo
