apt-build build-dep with apt-cudf does not install systemd, even when it
appears directly in the Build-Depends of the requested package.  Example:

  $ apt-get --simulate build-dep --solver aspcud enlightenment

No error/warning tells the user that they didn't get everything they wanted.
