considering that mldonkey package uses "dpkg-buildflags --export=configure" in its rules file and
that option, accordingly with the dpkg changelog, has been added since the 1.16.1 version I think
perdition should explicitly depends on dpkg-dev (>=1.16.1)

Even oldstable contains a recent enough verison of dpkg,
and noone will fix bugs in older releases.
A versioned build dependency would have made sense back when this bug
was reported, but now this problem is no longer relevant.
