Bug#826690: dose-doc: removal of dose-doc makes files disappear from dose-distcheck (and others)

Hi,

during a test with piuparts and DOSE tools I noticed your package causes
removal of files that also belong to another package.
This is caused by using Replaces without corresponding Breaks.

The installation sequence to reproduce this problem is

  apt-get install dose-distcheck/sid
  # (1)
  apt-get install dose-doc/experimental
  apt-get remove dose-doc
  # (2)

The list of installed files at points (1) and (2) should be identical,
but the following files have disappeared:

  /usr/share/doc-base/debcheck-primer

This is a serious bug violating policy 7.6, see

The dose-doc package has the following relationships with dose-distcheck:

  Conflicts: n/a
  Breaks:    n/a
  Replaces:  apt-cudf (<< 4.3-2), dose-distcheck (<< 4.3-2), libdose3-ocaml-dev (<< 4.3-2)

>From the attached log (scroll to the bottom...):

0m42.1s ERROR: FAIL: After purging files have disappeared:
  /usr/share/doc-base/debcheck-primer    owned by: dose-doc

0m42.1s ERROR: FAIL: After purging files have been modified:
  /var/lib/dpkg/info/dose-distcheck.list         not owned


Similar problems exist with apt-cudf and libdose3-ocaml-dev.
