$ apt-config | grep -i suggests
APT::Install-Suggests "0";

This is the configuration for apt-* tools. But if you use a different
frontend, it might look for configuration elsewhere (e.g. aptitude looks
in ~/.aptitude/config, in addition to /etc/apt).
