IMHO, putting stuff in non-standard directories in is not a good way to
convey messages to anyone. Users do not care, and upstream developers
should be contacted directly by us.

In Debian we should try to be as uniform as reasonably possible with the
packaging. I am OK with METAS as an exception for ocaml standard
libraries, but stowing away META files of library packages looks to
me just like confusing the users.
