Policy makes some direct reference to the concepts behind dh-ocaml, but
the tool is only cited as an example. The reference manual will describe
it better (how to use it and how it is built).

Policy try to focus on things that are required for OCaml packages and
Reference manual on "how we do it now". Things may evolve in the future,
making reference manual obsolete and hopefully not the policy... 

Anyway, I will submit a draft to dom@l.d.o for comments.
