Bug#569915: ocaml-nox: /usr/bin/ocamlopt not present in package

The package contains the manual page for ocamlopt but not
the executable /usr/bin/ocamlopt.
The i386 architecture version of this package contains
the ocamlopt executable, so its omission from the arm
architecture package appears to be a bug, and prevents
the building of software that requires this program
in the Makefile.
