Make ocaml and lablgl use Tcl/Tk 8.5

Hello,

It has been brought to my mind that ocaml still depends on Tcl/Tk 8.4
whereas 8.5 has been released for a while (it is even in lenny). OCaml
explicitly supports Tcl/Tk 8.5 since version 3.11.0.

Lablgl seems to be the only package that uses Tcl/Tk, and it excplicitly
support Tcl/Tk 8.5 since version 1.04.

I am planning to upload those two packages soon (after lablgl has
migrated to testing) and make them depend on the 8.5 series.

Any objection/approval?
