You're right, it is not needed (as long as Provides/Depends are properly
set in both -dev and runtime packages):
$ apt-cache show libpcre-ocaml-dev | grep Depends
Depends: libpcre3-dev, ocaml-findlib, libpcre-ocaml-kh2c0, ocaml-nox-3.11.1
^^^^^^^^^^^^^^^^^^^
$ apt-cache show libpcre-ocaml | grep Provides
Provides: libpcre-ocaml-kh2c0
