REJECT: fix debian/copyright
Several problems with the debian/copyright file were found, many of
which are listed below:
cil/src/frontc/*:
These files contain copyright holders not mentioned in debian/copyright
tests/idct/*
These files are GPL2+, which isn't mentioned in debian/copyright.
tests/jessie/*
tests/spec/purse.c
These files are GPL2, which isn't mentioned in debian/copyright.
tests/minix/*
This is BSD-3, but the copyright holders are not mentioned in debian/copyright
tests/test/*
What is the copyright/distribution license?
