Bug#517303: should be renamed to "libocsigen-ocaml-dev" (?)

If I understand propertly the meaning of this package, it should
better be named "libocsigen-ocaml-dev", as it can be useful also for
development of OCaml components which are not necessarily meant to be
delivered via the ocsigen server (as the transition page available at
http://glondu.net/debian/ocaml_transition_monitor.html perfectly shows
:-)).
Actually, I also think that having this stuff as a library can help
the Ocsigen cause, because will enable people to program web apps
enjoying the ocsigen typing of markup languages.
I suggest renaming the binary package after the 3.11 transition is
over, the usual Replaces/Conflicts/Provides can be used to provide
backward compatibility with the old name.
