No, that's not true, if you encountered a password request than something else is broken, we did not add any specific password requirement. Also, the policy should not state neither that "everything is under svn" (and AFAIR it does not say so) nor that "everything is under git", because none is true. We are migrating, some packages are under svn, some other under git, it will be probably stays as such for quite a while. The authoritative information is, as always, the Vcs-* fields that you can inspect either via APT / debcheckout (assuming you also have unstable entries), or on the PTS. It is true that the ::-rules are affected by the order, so the includes can switch the following two rm lines: clean:: -rm -rf something1 -rm -rf something2 which can happen to come from different files. But it is similarly true that switching the order of those two lines doesn't affect the final outcome. So, if you have a specific problem caused by our choice of order in the documentation please let us know, but with a real problem caused by that.
