Mine rationale for that is that this way it is safe to run "dch foo" in any trunk/ directory without risking to add an entry to the changelog for a package version which has already been uploaded and therefore is in some sane frozen. Besides, svn-buildpackage at the end of the build+tag run creates it and you have to choose either to revert that change or to commit it. For the reason above my choice is the latter. YMMV.
