Bug#451675: split out an ocaml-support package to support building of ocaml-related debian packages

The OCaml packaging policy, our CDBS class, and forthcoming other tools
to help building OCaml-related Debian package are currently shipped by
ocaml-nox. This is suboptimal, since fixing our Debian toolchain for
OCaml-related packages requires re-uploading and rebuilding OCaml
itself.
This bugreport is a reminder for the task of splitting a separate
ocaml-support (or something) *source* package which contains the
toolchain for building Debian packages related to OCaml.
