Yes, sure.

Indeed, I've just finished experimenting a bit and cduce can be
installed without problems via libcurl3-gnutls-dev. After having
installed if I try to install libcurl3-dev then libcurl3-gnutls-dev get
properly uninstalled (and so does cduce).
So probably yes, there's a missing conflicts somewhere in the chain
libcurl3-gnutls-dev -> libcurl3-dev.
Please file the appropriate bug report against that package.
