Bug#400216: mldonkey-server: Dependency on recent dpkg

Due to the --umask option one needs a recent
/sbin/start-stop-daemon --which is only in a
recent dpkg package such as 1.13.24. This
dependency should be reflected in the mldonkey-server
package.
