Yes it is. The message you mention means that dpatch found out that it
was not necessary to unpatch the sources during preliminary cleaning of
the package. If you look a few lines below you'll find out that the
patch is applied:

dpatch  apply-all
applying patch 01_see to ./ ... ok.
applying patch arm_dynamic_loop_delay to ./ ... ok.
