yes, you can specify in the debian/*layout a directory (under
svn control or not) where the orig tarballs are found. For instance,
in the case of tuareg-mode I now have orig tarballs in

pkg-ocaml-maint/trunk/packages/tuareg-mode/upstream

Concerning fetching them by apt-get source: it might be possible.
Svn-buildpackage has hooks at different stages of the build
process where you can plug in scripts. I'll have to check.
