Have you considered asking debian-release for inclusion of ocaml-tools in testing? The actual testing behaviour is, in my opinion, as annoying as making impossible to work with ocaml-tools installed. I doubt ocaml-tools will be accepted in testing, but IMO it's worth a try ...
