Bug#283324: ocaml-tools: please include opkg-buildpackage, and the rest of the content of the tools in svn.

Well, it would be real nice if ocaml-tools would include
opkg-buildpackage, and the rest of the content of the svn tools
directory. having to do
../../../tools/opkg-buildpackage/opkg-buildpackage is starting to become
a bit burdensome.
