Bug#264413: OCamlMakefile: should use the CPPFLAGS variable

thanks a lot for your patch. It has been integrated by Markus Mottl
into the new upstream release. A new version of the debian package
will be uploaded soon (I have to wait for all the ocaml-3.08 packages
to migrate into testing).
