What is the problem ? if pagodacf has bugs, it won't enter sarge, so there
is no problem. Those packages i suppose won't be uploaded with
urgency=high, so they won't get into sarge before 10 days delay, letting
people fill bugs.

Moreover, a RC bugs for a package which is in unstable and not in
testing, make the transition impossible but is also not a release RC bugs (
it is not counted as a bug for the Sarge count ).

Well, since i am not a new maintainer but following the NM process,
am i targeted by this "resistance" ? Maybe i don't have a 10 years
debian experience behind me, but the thing i know is that if everytime a
release is schedule we must stop everything, i think there should have
been no one who upload a single package for the last 6 months...

Anyway, there could have possible issue with uploading package to
unstable which can get into sarge without heavy testing from user... I
understand this, but if you feel not comfortable with this you can ask
new package maintainer to fill RC bugs against their own packages to
stop them to enter testing.
