There two different actions similar to your "RTP":
1) RFP - Request For Packaging
with an RFP you request a software to be packaged by someone else
2) ITP - Intent To Package
with an ITP you propose to package by yourself a software. If you're
not an official Debian Developer then you can also ask someone to
sponsor your upload

This is not a problem. You can be the maintainer and have someone else
perform your uploads. Just to name a software related to ocaml that you
probably know, coq is maintained in this way.
