Not sure if you make a distinction between programs and documentation,
but Sven listed books.

Until the Social Contract gets amended, your feeling does not
reflect Debian opinion.
Anyway non-free software seems not to be included in tasks.  IMO
it does still make sense to list these books, derived distros
may include non-free software if they want.
