No. dvi is LaTeX' output format, ps is a general graphics programming
language that is way more expressive than dvi. So there cannot be a
generic solution (up to embedding the ps as a whole into the dvi,
which would be a pathological case and not useful for anything).

A solution for what? Do you need a dvi file for testing advi and don't
have one? Try /usr/share/doc/man-db/man-db-manual.dvi.gz (in package
man-db, which should be installed).
