Actually ocaml 3.06 have exactly the same problem (cfr
otherlibs/num/README) and it's not only in testing, but also in
_stable_!

So I can't see the point in blocking ocaml 3.07 entering testing for
_this_ particular reason.

If we wont be able to fix the license problem, the ocaml package (no
matter which version) should be _removed_ from the archive, no matter
which version. So why inhibit 3.07 enter testing?
