I think a good initial step would be to get in touch with Yamagata and
ask the reason of the UTF8 module in the extlib.

Regarding debian packages I think that extlib is worth to be packaged
even without UTF8 support. This doesn't mean I want to remove UTF8
support of course :). This simply means that I don't consider it as an
alternative library wrt to camomile.
