Err, man man says :
1 Executable programs or shell commands
2 System calls (functions provided by the kernel)
3 Library calls (functions within system libraries)
4 Special files (usually found in /dev)
5 File formats and conventions eg /etc/passwd
6 Games
7 Miscellaneous (including macro packages and conven-
tions), e.g. man(7), groff(7)
8 System administration commands (usually only for root)
9 Kernel routines [Non standard]
So 3 would be best, altough the reference to system libraries may pose a
problem, maybe. ... But then, the FHS says :
# man2: System calls
This section describes all of the system calls (requests for the kernel
to perform operations).
# man3: Library functions and subroutines
Section 3 describes program library routines that are not direct calls
to kernel services. This and chapter 2 are only really of interest to
programmers.
So it seems the man manpage is buggy and section 3 is the right one.

Sven Luther
