When I tried to follow the instructions you sent earlier I get

svn: Connection refused

Is this the same problem than yours? I have version 0.23.0-1 of
subversion. The relevant section of my .subversion/servers reads
[groups]
debian-ocaml = pkg-ocaml-maint.alioth.debian.org
[debian-ocaml]
svn-tunnel-agent = "ssh -l treinen"
(and I have my public ssh key installed on alioth)
