This seems not to be a problem, actually we are 4 active debian ocaml
maintained and we are still working in a more or less collaborative way

I don't know about alioth access list, but for not-yet-maintainers we
can use the debian-mentors project as a staging area. A
not-yet-maintainer could take a package from alioth, perform the
modification I like and then upload the package to debian-mentors making
it available for review.
