new devlib section and ocaml library packages.



Hello,

Just a quick note about the new devlib sections and the ocaml libraries,
i will update the ocaml packaging policy with this soon, and also upload
a 3.06-16 package with it and other fixed things.

So, the library source and runtime package need to go into the libs
section and the devel package need to go into the libdevel section.
