first, it's unrelated, but in the whizzytex package, the
emacsen-startup file should not contain the lines :

(setq auto-mode-alist
          (cons '("\\.ml[iylp]?$" . whizzytex-mode) auto-mode-alist))

this problem corrected, when I run emacs as emacs -q (that is emacs
without my .emacs and without default.el (which seem to not exist
onto debian)), M-x run-caml work without a problem... 

so there might be a problem in the .emacs of the user...
