Subject: update on the translation of the OCaml book

Dear all,

First, I'd like to apologize for rather serious network problems that
we have at INRIA these days, which caused the Web site with the
translation to be unreachable most of Tuesday, and might have caused
mail to translators@pauillac.inria.fr to bounce.  This is all due to
incompetence from our upstream provider (France Télécom), so we suffer
not only the inconvenience of lost connectivity, but also the anger of
not being able to do anything about it :-)

As a consequence of these events, I've revised my "one centralized
server" opinion, and agree that some amount of mirrorring could help,
even though it means we can no longer get an exact count of downloads.
So, I'm now neutral w.r.t. having a Debian package with the
pre-version of the translation.

Concerning Web access statistics, the current situation is

  3300 hits on the entry page
  2400 hits on the front page of the HTML version
  3000 downloads of the one-file PDF version
  2150 downloads of individual chapters in PDF format
