It is a post woody issue, i think.

Anyway, if emacs is not installed, there is no influence of the presence of
the ocaml-mode files, and thus there is no real impact on having them in the
ocaml package.

This same argument would also be valid for keeping the tuareg mode in
ocaml-core.
