I answer myself! ;-)
That is because Sven put explicitly 8.3 as the version number
for the Tcl/Tk libraries in the debian/rules file (configure item).
Sven, why?
Isn't there a better solution?
[I am still waiting the compilation to finish to understand if
something went wrong after removing the two lines]
