Yes, absolutely. I didn't want to touch the makefiles since I don't have
a complete overview of the compilation process. The best is not to generate
the elc at all, the debian policy is that these are generated at install 
time.

Suggest is sufficient, I think.

The latter. The same happens when other emacsen (like xemacs) are installed.
