The BTS documentation already mentions the features, at least some of
them and their basic usage, namely http://www.debian.org/Bugs/Developer
and http://www.debian.org/Bugs/server-control .
Almost surely there's more to be written about how it generally behaves,
but I think what we already have is good enough for a start =)
