Was this intentional? https://salsa.debian.org/multimedia-team/libuvc/-/commit/6ec118ce71cd3797e3f8068c2e194fd8660bdcb0 looks as though the intention may have been to add those dependencies to libuvc-dev rather than to libuvc0 (which I think would have been a correct and valid change). If the -dev dependencies in the runtime library package weren't intentional, then I think it would be worthwhile to move them to the -dev package and ask the release team for a freeze exception for that change.
