Bug#984746: libsndfile FTBFS with DEB_BUILD_OPTIONS=nocheck

libsndfile fails to build from source when build with
DEB_BUILD_OPTIONS=nocheck, because dh_install is missing files including
src/test_main. This file is built during dh_auto_test only. Please
consier applying the attached patch to force building it even when not
running tests.
