That file is generated every time a new source is uploaded. But
apt-ftparchive cache the entries for each package. So unless kde-l10n
gets uploaded it will always reuse the broken entry.

This won't fix itself but needs some manual intervention. First
apt-ftparchive needs to be updated and then the cache entry needs to be
fixed.
